An Executive Yuan report on the budget for the Ma Administration's "consumer coupon" program will be submitted to the Legislative Yuan on Friday . The Legislative Yuan is set to discuss and rubber stamp the 85.7 billion NT dollar "consumer coupon" budget next Tuesday. This will pave the way for distribution to begin in mid-January. Meanwhile, local governments and at least one popular tourist attraction have already put forward plans to promote the use of the "consumer coupons." Taizhong City Mayor Jason Hu says that his office plans to give those who use the coupons the chance to win one of three new cars, a new apartment and other assorted gifts totaling 20-million N-T dollars.

In news from the U.S. First lady Laura Bush shared some tips with Michelle Obama on how to survive in the White House -- particularly with young daughters -- and gave her successor a tour of the mansion that will soon become her home. Less than one week after Barack Obama won a historic election to succeed President George W. Bush on Jan. 20, the Obamas paid a visit to the White House. After the two couples greeted with kisses and handshakes at the executive mansion's South Portico, they went briefly inside for a look around together before heading off in opposite directions.
     Obama stepped into the Oval Office, ushered in by Bush. He later described the center of American power as "a really nice office." Obama spokesman Robert Gibbs told reporters on a flight from Washington to Chicago , he said, "It was a bit of a momentous day. I don't know that I would characterize him awe struck." While their husbands sat down in the Oval Office, Mrs. Bush took Mrs. Obama on a tour of the first family residence on the second and third levels of the mansion. They visited every room, said Mrs. Bush's spokeswoman, Sally McDonough. She said the women, who were meeting each other for the first time, spent time in the rooms that would likely become the bedrooms of the younger Obamas: 10-year-old Malia and 7-year-old Sasha.

Speaking of the president-election, more than 71 million Americans tuned in to see yesterday's historic U.S. presidential campaign on television. This figure is far more than watched prime-time returns from the last two White House races. The viewer tally measured across 14 U.S. broadcast and cable networks amounted to more than half the 130 million-plus Americans thought to have voted the election. This surpassed the big audiences drawn by the presidential and vice presidential debates weeks ago.

President Ma Ying-jeou has acknowledged an apology from China 's quasi-official cross-strait negotiating body over the shipment of melamine-tainted milk powder to Taiwan . According to Ma, although the apology is a little late, it is good and worthy of recognition. However, Ma says that China 's promise to have tainted milk powder suppliers punished is not enough and that Taiwanese victims have the right to claim compensation from Beijing . The president has also expressed some concern over the toxic food scandal saying that the melamine scare has cast a shadow over relations with China . He says if Chinese authorities had offered an apology earlier, he believes Taiwan would have felt differently about the situation.

The world is moving closer to the final abolition of the death penalty, the latest figures published to coincide with World Day against the Death Penalty on Thursday showed. At present, five countries are responsible for almost all the state executions carried out in the past year. So far, 137 countries have abolished the death penalty in law or practice, while 60 retain its use, usually for people convicted of murder. At least 1,252 people were known to have been executed in 24 countries last year. Of all the executions, 88 percent took place in China , Iran , Saudi Arabia , Pakistan and the US .

Spreading through the alleys and lanes that branch off from the east side of Shida Road (師大路), just down the street from National Taiwan Normal University (台灣師範大學), is a grid of street stalls, boutiques, restaurants and family-run stores commonly known as the Shida night market (師大夜市). Though it may not be the largest or most famous of the city's night markets, it is perhaps the one that best encapsulates contemporary Taipei in all of its glitz, rapid change and frenetic activity.
